The Baxter County Election Commission issued the following public notice:
NOTICE OF ANNUAL SCHOOL ELECTIONS OF BAXTER COUNTY, ARKANSAS
In accordance with the requirements of Ark. Code Ann. 6-14-109, notice is hereby given that the annual school election in the below named school district(s) (the “District”) will be held on May 9, 2023 .
CALICO ROCK SCHOOL DISTRICT #50
42.3 MILLS SCHOOL TAX
This represents no change from the previous year. The total tax levy proposed above includes 25 mills for the maintenance and operation and operation of schools. 0 dedicated maintenance and operation mills, and 17.3 for debt service previously voted as continuing debt service pledged for the retirement of existing bonded indebtedness.
The district may use surplus revenues produced each year by debt service millage other purposes.

32.67 MILLS SCHOOL TAX
ZONES 1-5
The total rate proposed above includes the uniform rate of tax of 25.0 mills (the “Statewide Uniform Rate”) to be collected on all taxable property in the State and remitted to the State Treasurer pursuant to Amendment No.74 to the Arkansas Constitution to be used solely for the maintenance and operation of schools in the State. As provided in Amendment No. 74, the Statewide Uniform Rate replaces a portion of the existing rate of tax levied by this School District and available for maintenance and operation of schools in this District. The total proposed school tax levy of 32.67 mills includes 25.0 mills specifically voted for general maintenance and operation and 7.67 mills voted for debt service previously voted as a continuing levy pledged for the retirement of existing bonded indebtedness. The surplus revenues produced each year by the debt service millage may be used by the District for other school purposes.
The total proposed school tax levy of 32.67 mills represents the same rate presently being collected.

To submit the question of voting a total school tax rate (state and local) of 34.41 mills on the dollar of the assessed value of taxable property located in the District. The proposed tax includes the uniform rate of tax (the “Statewide Uniform Rate”) to be collected on all taxable property in the State and remitted to the State Treasurer pursuant to Amendment No. 74 to the Arkansas Constitution to be used solely for maintenance and operation of schools in the State. As provided in Amendment No.74, the Statewide Uniform Rate replaces a portion of the existing rate of tax levied by the District and available for maintenance and operation of schools in the District. The total proposed tax levy of 34.41 mills includes 25.29 mills specifically voted for general maintenance and operation, 6.87 mills voted for debt service previously voted as a continuing levy pledged for the retirement of existing bonded indebtedness (the “Existing Indebtedness”) and 2.25 new debt service mills. The 2.25 new debt service mills plus the existing 6.87 debt service mills now pledged for the retirement of existing bonded indebtedness, which debt service mills will continue after retirement of the bonds to which now pledged, will be a continuing debt service tax until the retirement of proposed bonds to be issued in the principal amount of $55,530,000 and which will mature over a period of 30 years and will be issued for the purpose of erecting and equipping new school facilities and making additions and improvements to existing facilities. While the Existing Indebtedness is outstanding, the surplus revenues produced each year by the existing 6.87 debt service mills may be used by the District for other school purposes. After the Existing Indebtedness is retired, the surplus revenues produced each year by the existing 6.87 debt service mills may be used by the District, first, for the scheduled payment of principal of and interest on the bonds and, second, for the maintenance of, and improvements to, school facilities. The surplus revenues produced each year by the new 2.25 debt service mills may be used by the District, first, for the scheduled payment of principal of and interest on the bonds and, second, for the maintenance of, and improvements to, school facilities.
The total proposed school tax levy of 34.41 mills represents an increase of 2.25 mills from the rate presently being levied.

The total rate proposed above includes the uniform rate of tax 25.0 mills (the Statewide Uniform Rate) to be collected on all taxable property in the State and remitted to the State Treasurer pursuant to Amendment No.74 to the Arkansas Constitution to be used solely for maintenance and operation of schools in the State. As provided in Amendment No.74, the Statewide Uniform Rate replaces a portion of the existing rate of tax levied by the School District and available for maintenance and operation of schools in this District. The total proposed school tax levy of 35.91 mills includes 35.91 mills specifically voted for general maintenance and operation of schools.

37.39 MILLS SCHOOL TAX
The total rate proposed includes the uniform rate of tax (the “Statewide Uniform Rate”) to be collected on all taxable property in the State and remitted to the State Treasurer pursuant to Amendment No. 74 to the Arkansas Constitution to be used solely for maintenance and operation of schools in the State. As provided in Amendment No. 74, the Statewide Uniform Rate replaces a portion of the existing rate of tax levied by this School District and available for maintenance and operation of schools in this District. The total proposed school tax levy of 37.39 mills includes 30.0 mills specifically voted for general maintenance and operation and 7.39 mills voted for debt service previously voted as a continuing levy pledged for the retirement of existing bonded indebtedness. The surplus revenues produced each year by the debt service millage may be used by the District for other school purposes.
VIOLA SCHOOL DISTRICT #15
40.62 MILLS SCHOOL TAX
This represents no change from the previous year. The total tax levy proposed above includes 25 mills for the maintenance and operation of schools, 0 dedicated maintenance and operation mills dedicated for purposes authorized by law, and 15.62 mills for debt service previously voted as a continuing debt service tax pledged for the retirement of existing bonded indebtedness. The district may use surplus revenues produced each year by debt service millage for other purposes.
Only qualified electors of the District will have the right to vote and the electors may vote either for or against the question described above.

Early voting will be available from 8 a.m. to 4:30 p.m. from Tuesday May 2, 2023 through Monday May 8, 2023 (excluding the weekend) at the following location:
