Mountain Home Public Schools has named Penmac Education Staffing to provide substitute teachers and staff beginning in the fall 2026 semester.
Penmac will employ all substitutes working in the district. Those who served as substitutes last year will transition to Penmac’s payroll. The district will continue to set substitute pay rates.
The company currently serves more than 30 school districts nationwide with enrollments ranging from 300 to 24,500 students. It averages a fill rate of nearly 90% for teacher absences across its client districts.
For the district, Penmac will handle recruitment, screening, training and coaching of substitute staff. For substitutes, the partnership adds benefits including weekly pay, affordable health insurance with no waiting period, retirement benefits after one year of employment and ongoing professional development led by veteran educators.
Substitutes will also be able to set preferences for subject matter, grade level and buildings. They can choose their own schedules.

Superintendent Allyson Dewey said the partnership supports the district’s focus on consistent instruction.

Those interested in substitute work can apply online at penmaceducation.com/mountainhome or attend an in-person Q&A session April 14 at 4 p.m. in Dunbar Auditorium. Substitute teachers must meet Arkansas requirements, including background checks.
Mountain Home Public Schools serves nearly 3,800 students across seven campuses with nearly 500 faculty and support staff members.
